ayırıyor,üzerine çıkamaz ama karşılığında sizin paketi
de bekletmez...
bdw. percent ise garantiler,boş yervarsa verir ama
biraz bekleteceği için voice ta kullanılmaz.
(bandwidh remaining, available bandwith kavramları
önemlidir percentler toplamı herzaman %100 olmaz)
